What is W.H.E.N.?
The Washington Hemp Education Network (W.H.E.N.) is a non-profit
educational organization whose mission is to empower the people of
Washington State, through educational activities, to make informed
choices about the issues surrounding re-legalization of Hemp in
Washington State.
To achieve the stated mission, W.H.E.N. plans and implements legal,
non-violent projects that:
* Raise public awareness of the history and beneficial uses
of the Hemp plant.
* Educate the public to recognize and reject mininformation about
Hemp.
* Facilitate changes in current laws to allow the people of this
state to grow Hemp openly and engage in normal market activities
with Hemp products.
* Through education and coalition, help people who have been disen-
franchised by misguided government policies concerning Hemp.
* Promote research and development of sustainable, environmentally,
responsible Hemp cultivation, and of beneficial products derived
from Hemp.
Through presentations media events, public forums, and the
distribution of factual information about the history of hemp
prohibition and the potential uses of this extraordinary plant,
W.H.E.N. is working to educate business leaders, politicians, and
the general public about the positive aspects of hemp re-legalization
in Washington State.

W.H.E.N. is seeking Network Members to participate in voluntary
educational actions such as letter-writing and telephone
campaigns when called upon to do so.

The situation in Washington State...
In 1992, drug enforcement agents made nearly 700 arrests for
marijuana, up 68% from a total of 416 in 1991, and confiscated
over $9 million in assets. Nearly 50,000 marijuana plants were
seized in 1992. MORE THAN ANY OTHER STATE IN THE COUNTRY.
