In order to apply to LSU, a system must meet the following qualifications:

1. It must be an open board. By this we mean it can not discriminate against
   any individual of a certain color, gender, sexual preferance, politics,
   lifestyle, religion, or anything else. It can't tell it's users they're
   forbidden to discuss certain topics unless there is good reason to do so.

2. It's operator(s) must be open to suggestion and keep personal views outside
   of the system's basic operations. What they say in the public forums is
   fine but they can not force things upon users.

3. The operator(s) may NOT give out any of the information the users provide
   to them (if required) unless they have the permission from the user to do
   so.

  If a system meets these qualifications, it's operator(s) may apply for LSU
membership, a commitee will decide whether or not the board will be accepted.
