Important message to all PSPs regarding Dial-Around compensation.

As you are aware, Payphone Service Providers (PSPs) are to be compensated for dial around calls made from their payphones.  The major IXCs have all chosen Flex ANI as the preferred method for determining if a call is compensable.  In order for you to receive per call compensation, the IXC must see either the “27”, “29”, or “70” Flex ANI codes on your payphone line.  The following procedures have been established for the PSP to test their payphone lines for Flex ANI.  The procedure may differ from IXC to IXC.  AT&T and MCI/WorldCom have chosen to set up a toll free number that will block calls from payphones.  If your call is blocked, it means that the IXC is seeing the Flex ANI code.

The specific test numbers and resolution procedures are listed below.  We will continually add to the list as more IXCs establish testing procedures.

Flex ANI Codes: 

27 – Indicates a “dumb phone”.  The network provides the coin signaling.  Common on LEC payphones.

29 – Indicates a prison/inmate payphone.  These phones may have special restrictions on outgoing calls.

70 – Indicates a smart payphone.  Coin signaling is handled by the payphone.  Most PSPs have smart payphones.

AT&T Flex ANI Test Procedures

Dial the toll free number below to test for Flex ANI as seen by AT&T’s network.

Dial   1-888-999-6563  for AT&T’s Network

If AT&T’s network sees Flex ANI on the line you will here a recording stating that this call cannot be completed from a payphone.  This is the recording you want to hear.  It means that AT&T is seeing either the “27”, “29”, or “70” Flex ANI codes.

If AT&T’s network does not see the proper Flex ANI codes you will here a recording stating “Your call has been completed.”  You do not want to hear this on a payphone line.  If you hear the message stating that your call has been completed, AT&T directs you to call you local phone company and state that you are not getting Flex ANI on your payphone line as seen by AT&T’s network.

If your LEC will not address the issue of Flex ANI with you directly, you should contact AT&T’s Pat Daven.  E-mail is the preferred method for contacting Pat Daven.

MCI/WorldCom Flex ANI Test Procedures

There are two toll free numbers that should be used to test Flex ANI for the legacy MCI and WorldCom networks.

Dial   1-866-729-5050           for Legacy MCI – 222

Dial   1-877-666-8883           for Legacy WorldCom - 555

If Flex ANI (“27”, “29”, or “70” ) is active from the individual payphone then the call will be blocked with a message stating that the call could not be competed from a payphone.  If Flex ANI is not active, then the call will be routed to a phone recording requesting information from the caller.  The information that the caller should have available is:

Name, Contact Number, Payphone ANI, Local Exchange Carrier, and
Number Dialed (either 866-729-5050 or 877-666-8883)

The voice mailbox will be monitored regularly and a response will be made to the tester within 3 business days.

Sprint Flex ANI Test Procedures

The following is the toll free number that can be used to test FlexANI for the Sprint network.

    Sprint       800-375-6398

If FlexANI is active from the individual payphone then the call will be blocked with a message stating that the call
could not be competed from
the payphone.  If FlexANI is not active, then the call will be routed to a phone recording requesting the following information from the caller:
   
   
Name
    Call Back Number
    Payphone Number
   Local Exchange Company

The message indicates that the voice mailbox will be monitored daily and assurance that prompt attention and a follow-up status call will be provided to the payphone owner.
